Jennie Screws Jeannie started working in the water industry for the Manchester Water District in 1987. She also served as Commissioner for the former Annapolis Water District from 2001 to 2005. She was re-elected to serve on the Board for the new West Sound Utility District commencing January 2008. Jeannie worked for the Kitsap County Department of Emergency management for four years and currently is employed by the Silverdale Water District as the Fiscal Manager. Jeannie’s goals while in office for the West Sound Utility District are to represent the citizens that elected her into office; providing drinking water that meets or exceeds all regulatory requirements and maintaining a high level of customer service at a the lowest possible cost to the customer. |

Jerry Lundberg Commissioner Lundberg was first elected an Annapolis Water District commissioner 1987. During his tenure, he has worked to maintain quality service at affordable rates. The District has experienced consistent growth for the past 20 years and Jerry has been instrumental in having the District wells and storage tank upgraded to meet the demands of the community. Jerry and the Lundberg family are committed to the Port Orchard community. He is an assistant principal in the South Kitsap High School with more than 25 years of teaching and counseling experience and he is active in the high school sports program. |

James "Jim" Hart Commissioner Hart has been a water and sewer commissioner for over 30 years. He was first elected as a commissioner to the Kitsap County Sewer District #5 in 1975. At that time, the District had a spirogester primary treatment facility from the 1960’s. He was active in the design and construction of the community’s secondary treatment facility in the 1980’s. That plant used the activated sludge process and served the City and District for 20 years. He was instrumental in using membrane bioreactors in the recent expansion of the facility and he is leading the District into the use of reclaimed water. When he was first elected, he realized that he did not fully understand the wastewater process and the engineer’s discussions. Jim enrolled in the Bates Technical College wastewater course to increase his effectiveness as a sewer commissioner. This higher level of system understanding has proven invaluable as the District has expanded its treatment system technology and environmental responsibilities. Karcher Creek Sewer District is the 2001 District of the Year and Jim was selected the 2006 Commissioner of the Year by the Washington Association of Sewer and Water Districts. |

William Huntington Commissioner Huntington was elected to the Annapolis Water District board of Commissioners in 1998. Commissioner Huntington also serves as Commissioner for the Karcher Creek Sewer District. His number one priority was to make the two utility districts the tops in the State of Washington by repairing old World War II lines, replacing old dilapidated equipment and combining them in to one convenient location. He realized that a quality water and sewer system was the key to Kitsap’s quality of life and by serving on these boards he could play a key roll in it development. He has worked at King TV, the Tacoma News Tribune, and along with his wife Mary Ann owned and operated the first Mexican restaurant,” Tijuana Jail” in Port Orchard. He has served South Kitsap for over 30 years as a successful business leader and volunteers to improve the quality of life in his community. He enjoys photography, travel and spending time with his Grandchildren. |

Susan Way Commissioner Way has been both a water and sewer commissioner with Annapolis Water District (2000) and Karcher Creek Sewer District (2005). Her priority is to keep West Sound Utility District responsive to its rate payers while preparing for its future state and federal obligations. With careful monetary controls, the District will continue to meet the stringent wastewater treatment standards. Working with the other Board members, she oversees the District’s endeavors in developing a reclaimed water program and working towards construction of the South Kitsap Environmental Education Center. Sue works at the Retsil Veterans Home in its Transportation Department and has raised her family in Port Orchard. |
